金秋十月，丹桂飄香。十月，是一個收獲的季節，也是一個展望未來的季節。2024年10月7日上午，江蘇安德福新建49000m³低溫液氨儲罐及配套設施項目開工活動在南京江北新材料科技園隆重舉行。南京市委常委、江北新區黨工委書記陸衛東，南京海事局黨委書記、局長林翔，南京盛海航運股份有限公司、江蘇安德福能源科技有限公司董事長李桃元，揚子石化-巴斯夫有限責任公司總裁代表衛博文，江蘇安德福能源科技有限公司總經理、江蘇安德福倉儲有限責任公司董事長陳偉出席并啟動項目開工。

Golden October brings the fragrance of Osmanthus, symbolizing both a season of harvest and a time to look forward to the future. On the morning of October 7, 2024, Jiangsu Andefu held the grand groundbreaking ceremony for its new 49,000 m³ cryogenic liquid ammonia storage tank and supporting facilities at the Nanjing Jiangbei New Materials Science and Technology Park. Key attendees included Lu Weidong, Standing Committee Member of the Nanjing Municipal Party Committee and Secretary of the Jiangbei New District Party Working Committee, Lin Xiang, Secretary of the Party Committee and Director of the Nanjing Maritime Safety Administration, Li Taoyuan, Chairman of Nanjing Shenghang Shipping Co., Ltd. and Jiangsu Andefu Energy Technology Co., Ltd., Bernhard WEIGL, representative of the President of BASF-Yangzi Petrochemical  Co., Ltd., and Chen Wei, General Manager of Jiangsu Andefu Energy Technology Co., Ltd. and Chairman of Jiangsu Andefu Storage Co., Ltd. Together, they officially inaugurated the project.

開工活動由南京盛海航運股份有限公司總經理李廣紅主持，江北新區領導、各部門、各相關單位負責人和項目建設單位、地質勘察單位、工程監理單位、項目評價單位負責人以及上下游合作單位的嘉賓出席，共同見證這一歷史時刻。

The ceremony was hosted by Li Guanghong, General Manager of Nanjing Shenghang Shipping Co., Ltd., and was attended by officials from Jiangbei New District, various departments, and heads of relevant units, including project construction, geological surveying, engineering supervision, and evaluation units, as well as upstream and downstream partners, all of whom gathered to witness this historic moment.

中石化南京清江物流有限公司副董事長、安德福低溫液氨工程項目總指揮沈時洲介紹項目時表示，項目團隊將以高度的責任感和使命感，以最專業的態度和最嚴謹的工作作風，精心組織、科學管理、文明施工、質量創優，確保安全、優質、高效完成項目建設任務。將把安全環保始終放在首位，爭創安全工程；將把質量貫穿項目始終，爭創精品工程；將全過程搶抓工程進度，爭創高效工程；將積極履行社會責任，注重環境保護，爭創綠色工程，努力為新區“四大行動”助力加油，為新區經濟發展做出應有的貢獻。

Shen Shizhou, Vice Chairman of Sinopec Nanjing Qingjiang Logistics Co., Ltd. and Chief Commander of the Andefu Cryogenic Liquid Ammonia Project, emphasized during his project introduction that the project team would approach the construction with a strong sense of responsibility and mission. He committed to a professional and meticulous approach, ensuring organized management, scientific execution, and superior construction standards, aiming for a safe, high-quality, and efficient completion. Safety and environmental protection would be prioritized to create a model of safe engineering. Quality would be the cornerstone throughout the project, striving to achieve excellence. Timely progress would be ensured to deliver a highly efficient project, while also fulfilling social responsibilities by focusing on environmental sustainability and contributing to the economic development of Jiangbei New District.

南京盛海航運股份有限公司、江蘇安德福能源科技有限公司董事長李桃元在致辭時表示，江蘇安德福低溫液氨工程項目順利開工，是江蘇安德福倉儲有限責任公司的一件盛事，也是南京盛航股份有限公司的一件喜事。多年來，江蘇安德福致力探索綠色清潔能源領域，利用氨作為氫能儲運載體及氨燃料的雙重特性，逐漸向綠色新能源領域轉型，全面規劃南京、遼寧、山東、廣西、福建五個液氨倉儲基地的建設，全方位打造水路、公路、鐵路、倉儲、貿易、生產“六位一體”綠色氨氫能源服務新格局。

In his speech, Li Taoyuan, Chairman of Nanjing Shenghang Shipping Co., Ltd. and Jiangsu Andefu Energy Technology Co., Ltd., highlighted the significance of the smooth commencement of this project. He noted that it marks a milestone for Jiangsu Andefu Storage Co., Ltd., and a moment of celebration for Nanjing Shenghang Shipping Co., Ltd. Over the years, Jiangsu Andefu has actively explored the field of green and clean energy, leveraging ammonia's dual role as a carrier for hydrogen energy storage and as a fuel source. The company is gradually transitioning toward the green new energy sector and has comprehensive plans to build liquid ammonia storage bases in Nanjing, Liaoning, Shandong, Guangxi, and Fujian. Additionally, the company is working to develop multimodal liquid ammonia transportation, encompassing both waterway and road logistics, creating an integrated service framework across water, road, railway, storage, trade, and production in the green ammonia-hydrogen energy sector.

這次低溫液氨工程項目的開工建設正是貫徹新發展理念、全面踐行江北新區“四大行動”的又一次實際行動。項目建成投用后，不僅為揚巴公司常年液氨原料管道保供，還將充分利用中石化南京清江深水港碼頭便利的水運條件，依托新材料科技園現有管廊及公用工程，進一步服務園區及長三角周邊用氨企業和國外市場，這對優化產業結構、帶動周邊產業鏈提檔升級，助力區域轉型發展具有十分重要的意義。

The commencement of this cryogenic liquid ammonia project is a tangible demonstration of the new development philosophy and a commitment to implementing the "Four Major Actions" of Jiangbei New District. Once completed, the project will ensure a stable supply of liquid ammonia via pipeline to the BASF-Yangzi Petrochemical  plant. It will also take full advantage of the convenient water transportation facilities at Sinopec’s Nanjing Qingjiang Deepwater Port, leveraging the existing pipelines and infrastructure of the Science and Technology Park to further serve ammonia-consuming enterprises in the park, the Yangtze River Delta, and international markets. This will be instrumental in optimizing the industrial structure, upgrading the surrounding industrial chain, and facilitating regional transformation and development.

江蘇安德福新建 49000 m³低溫液氨儲罐及配套設施項目是南京市 2024年重大項目，項目位于南京江北新材料科技園玉帶片區，建設用地 168 畝，規劃總投資 70000 萬元，其中一期主要建設1座 49000 m³ 低溫液氨（丙丁烷）儲罐、2座3000m³常溫液氨（丙丁烷）球罐和公路裝卸車棧臺，以及相關配套附屬設施。項目管理實行EPC總承包模式，建設工期15個月共450天，計劃2025年年底建成。未來二期規劃建設2座80000m³低溫儲罐，4座3000m ³球罐和3座7000m ³常溫儲罐及相關配套設施。

The Jiangsu Andefu 49,000 m³ Cryogenic Liquid Ammonia Storage Tank and Supporting Facilities Project is one of Nanjing's key projects for 2024. Located in the Yudai section of the Nanjing Jiangbei New Materials Science and Technology Park, the project covers 168 acres, with a total planned investment of RMB 700 million. Phase one will involve the construction of a 49,000 m³ cryogenic liquid ammonia (propane-butane) storage tank, two 3,000 m³ ambient temperature ammonia (propane-butane) spherical tanks, a truck loading and unloading platform, and related supporting facilities. The project will be managed under an EPC general contracting model with a construction period of 15 months, totaling 450 days, and is expected to be completed by the end of 2025. Phase two will include the construction of two 80,000 m³ cryogenic storage tanks, four 3,000 m³ spherical tanks, and three 7,000 m³ ambient temperature storage tanks, along with supporting infrastructure, to meet the company’s future development and market demands.
